MH 17 : Aviation officials call for anti-air weapons law

MONTREAL, July 30 : Aviation officials called for better dissemination of flight risks and a UN law restricting anti-aircraft weapons use, at an emergency meeting on Tuesday (July 29) on the downing of Flight MH17 over Ukraine.
International Civil Aviation Organization (ICAO) Secretary General Raymond Benjamin and International Air Transport Association (IATA) Director Tony Tyler told a press conference in Montreal that both steps are urgently needed to fill gaps in airline safety in the wake of the MH17 disaster.
“MH17 has demonstrated that powerful and sophisticated anti-aircraft weaponry is in the hands of non-state industries,” said Tyler, who represents 240 airlines.
“Civil aircrafts are instruments of peace and they should never be the target of weapons of war.”
Tyler pointed to international conventions on lethal chemical, nuclear and biological weapons, among others.
“But there’s no international law or convention that imposes on states a duty to manage the design, manufacture, and deployment of anti-aircraft weapons,” he lamented.
He added, however, “I am confident that we can find ways to augment the international law framework to ensure that states fully understand and discharge their responsibilities in this regard.”
Tyler said airlines also “need clear and accurate information on which to base operational decisions on where and when it’s safe to fly.
“And in the case of MH17, airlines were told that flights above 32,000 feet that go through Ukraine would not be in harm’s way and we now know how wrong that was.”
“It’s essential that airlines have clear guidance for threats for their passengers, crew and aircraft.”
States are responsible for providing that information, officials noted. “There can be no excuses,” Tyler said.
But the aviation industry is ready to assist in the dissemination of this information, he added.
“Even sensitive information can be sanitized in a way that ensures that airlines get essential and actionable information without compromising their sources,” he said.
The Malaysia Airlines plane was blown out of the sky earlier this month by a surface-to-air missile, killing 298 passengers and crew and dramatically raising the stakes in Ukraine’s bloody three-month conflict.
Kiev has blamed the rebels, citing photographs of anti-aircraft missile systems being moved from rebel-held territory into Russia less than 12 hours after the crash, and an intercepted call between an insurgent commander and a Russian intelligence officer.

Australia focused on MH17 crash site, not sanctions: Abbott

SYDNEY, July 30: Australia’s priority was gaining access to the crash site of downed Malaysia Airlines Flight MH17 in Ukraine, not imposing sanctions on Russia, Prime Minister Tony Abbott said Wednesday (July 30).
The United States and Europe announced tough new sanctions targeting Russia’s key financial, arms and energy sectors on Tuesday (July 29) in response to Moscow’s intervention in the Ukraine crisis.
Australia said it already had some sanctions in place, having imposed travel bans and targeted financial sanctions in response to the Russian threat to the sovereignty and territorial integrity of Ukraine in March.
“I am not saying that we might not, at some point in the future, move further,” Abbott told reporters. “But at the moment, our focus is not on sanctions, our focus is on bringing home our dead as quickly as we humanly can.”
Abbott’s comment came after fighting between Kiev forces and pro-Russian separatists on Tuesday prevented international investigators from reaching the MH17 crash site for the third day. More than 200 bodies have already been removed from the site, but a Dutch and Australian police mission wants to recover the remains of those victims still lying in the fields.
“We certainly want to have another go today to get access to the site,” Abbott said. “If it doesn’t happen today we will try again tomorrow, if it doesn’t happen tomorrow we will try again the next day.”
Malaysia Airlines Flight MH17 was carrying 298 people from Amsterdam to Kuala Lumpur when it was apparently shot down over eastern Ukraine on July 17.
The Netherlands and Australia were home to most of the citizens on the flight, which the West alleged was brought down by separatist rebels. Abbott said the situation on the ground was “very fluid”.
“We don’t take sides in the geopolitical contests of eastern Europe, at least at this time,” Abbott said. “All we want to do is to bring home our dead. We want to get in, we want to get cracking, we want to get out. As things stand, we expect to have another go at it today.” - AFP

Dutch police say some MH17 victims’ remains “may never be found”

THE HAGUE, July 29 : All remains of the 298 people who died on downed Malaysia Airlines flight MH17 in rebel-held east Ukraine may never be recovered, Dutch police chief Gerard Bouman said on Monday (July 28).
“I would love to give a guarantee that all the remains will come back, and all possessions, but… I believe the chances are not very good that we will get it all,” he said in a briefing to parliament in The Hague. Bouman said all next-of-kin had been made aware of the situation, adding it was not even clear how many bodies remained unaccounted for.
“What we found in the body bags in Ukraine was indescribable. The contents were horrible – hardened people who work in this is are finding it hard to process. Bits and pieces all mixed, big and small, were found in the bags,” he said.
A team of unarmed Dutch and Australian investigators were forced by heavy fighting on Monday to abandon yet another attempt to reach the crash site. Rebels fighting in eastern Ukraine had said on Sunday that a train carriage filled with personal belongings of the victims had been handed over to Dutch officials.
But Dutch justice ministry spokesman Lodewijk Hekking told AFP on Monday that no handover had taken place and only a few items were in official hands so far.
“Last Friday two investigators were on the site, where they collected a handful of personal belongings — passports and other small items — which they took with them,” he told AFP.

AS Gary Slok and his mother settled into their seats on flight MH17, there was just enough time to take and upload a selfie before take off.That picture was to be their last.
“Gary and his mum Petra were on their way to Malaysia to have the dream holiday of their life. Sadly they never got the chance to fulfil that dream,” a club spokesman from Gary’s team said.
“But his story and his last picture tell you how dreams of many people with wonderful lives ahead of them have been wrecked.”
