Jerez update: Morning session belongs to Rosberg

The morning session at Jerez on Wednesday belonged to Nico Rosberg, partly because the rain meant no one was able to challenge the time he set during the only dry hour of running.

Formula One arrived to the Spanish track on Wednesday for the start of a four-day test with rain forecast throughout the week. And it wasn't long before it came down.

With heavy cloud cover overhead, the drivers made a quick start to testing with Rosberg completing 11 laps in the opening hour and posting a best time of 1:20.927 to edge ahead of Sebastien Buemi and Nico Hulkenberg.

Minutes later the rain came down, putting an end to the battle on the timesheets, although not the on-track action as the drivers adjusted to the conditions and continued to lap the track.

"Rain in Jerez is getting worse and worse..." Hulkenberg revealed on Twitter. But that didn't stop the Williams rookie from putting in the most laps. The German amassed 55 before the session was stopped by Mark Webber as his new RB6, launched prior to testing, ground to a halt out on track.

It was the first red flag of the day and kept the drivers in their garages for 26 minutes as the marshals collected Webber's car, put it on the flatbed truck and took it back to the Red Bull garage. Initial reports claim it was an oil leak that caused Webber to stop.

Meanwhile, Ferrari's Fernando Alonso had a problem-free morning as he put in the laps, finishing ahead of Sauber's Kamui Kobayashi.

Jenson Button held onto his sixth place as McLaren were forced to put out fires raised by the unusual looking device attached to his McLaren, which measures aerodynamic flow structures.

The team was quick to insist that there was no cause for alarm and that the device is just part of "normal engineering work."

Tonio Liuzzi, debuting Force India's VJM03, had a solid but not spectacular morning with the team telling Autosport that "all okay. Working through general installation checks this morning and then balance checks this afternoon."

Vitaly Petrov was eighth for Renault, finishing ahead of Webber.

F1: Kamui Kobayashi puts lightweight Sauber in first place

Japanese rookie Kamui Kobayashi put a lightweight Sauber in first place at the very end of the second day of official Formula 1 testing at circuit Jerez de la Frontera, Spain. According the Sauber track engineer Giampaolo Dall'Ara, the Sauber ran with a high fuel load during most of the day until Kabayashi was sent out "with a lighter car".

Sebastien Buemi was quickest in his Toro Rosso until Kobayashi demoted him from the top of the charts. Jenson Button, who declared himself much happier with the seat and installation set the third fastest time ahead of "The Hulk", Nico Hulkenberg (Williams), Vitantinio Liuzzi (Force India, making steady progress) and Michael Schumacher (Mercedes).

Timo Glock only managed to complete a few laps before the Virgin team noticed there was an issue with the fixation points of the nose of the VR-01. The team stopped the car until tomorrow when new parts will be delivered.

Explained: Race penalties in 2010

Formula 1 Grand Prix stewards are presented with a number of options for punishing unruly drivers over the course of a Grand Prix distance, with in-race or post-race penalties both being possible. We explain how the system works

For any incident during a Grand Prix - such as a jump start or cutting a chicane and gaining an advantage - stewards are presented with three options for penalties:

a) A drive-through penalty: The driver must enter the pit lane and re-join the race without stopping

b) A ten second time penalty: The driver must enter the pit lane, stop at his pit for at least ten seconds and then re-join the race

There are, however, a number of complexities relating to when a penalty can be applied, as F1 governing body the FIA explains:

'Should either of the penalties under a) and b) be imposed during the last five laps, or after the end of a race, these will not apply and (instead) 20 seconds will be added to the elapsed race time of the driver concerned in the case of a) and 30 seconds in the case of b).'


When there are more than five laps to go in a race, the follow situations will take place:


a) The stewards will give written notification of the penalty which has been imposed to the competitor concerned and will ensure that this information is also displayed on the timing monitors

b) From the time the stewards' decision is notified on the timing monitors, the relevant driver may cross the (finish) line on the track no more than twice before entering the pit lane


The driver in question may not take the penalty under Safety Car conditions unless he was already entering the pit lane when the Safety Car came out.

'Whilst a car is stationary in the pit lane as a result of incurring a time penalty it may not be worked on. However, if the engine stops it may be started after the time penalty period has elapsed.'

The FIA has published the updated rules for the 2010 F1 season.

F1teams will no longer declare their starting fuel weights and post-racepenalties have been changed meaning drivers could have up to half aminute added to their race time by the stewards.


Changes to the sporting rules
Penalties
Stewardshand out post-race penalties in situations where drivers would be givendrive-through or stop-go penalties, but incur them too late in the racefor that to be possible.
Last year stewards could only give 25second penalties, but now they will be able to give 20 second penaltiesto drivers who would have received drive-through penalties, and 30seconds to those who would have had stop-go penalties.
Drivers who get penalties during the race will now have only two laps to serve them instead of three.

Refuelling

The widely-discussed ban on refuelling is in the rules:
29.1 a) Refuelling is only permitted in the teams designated garage area.
b)  No car may be refuelled after it has left the pit lane for the first time whilst the pit exit is open for the
race.
c)  Fuel may not be added to nor removed from a car during a race.
29.2 No car may be refuelled, nor may fuel be removed from a car, at a rate greater than 0.8 litres/second.
TheFIA has also deleted the requirement for teams to publish their fuelloads before the race. This is no great surprise, as the fuel load nolonger has as great a bearing on race strategy, and F1s enginemanufacturers may not want people working out which of their units arethe most efficient.

Tyres

In place ofrace fuel qualifying the FIA is now forcing the top ten qualifiers tostart the race on the tyres they set their best time on. Heres thewording of the rule:
25.4 d) At the start of the raceeach car which took part in Q3 must be fitted with the tyres with whichthe driver set his grid time. This will only be necessary ifdry-weather tyres were used to set the grid time and if dry-weather areused at the start of the race. Any such tyres damaged during Q3 will beinspected by the FIA technical delegate who will decide, at hisabsolute discretion, whether any may be replaced and, if so, whichtyres they should be replaced with.
The total numberof tyres available to a driver has also been reduced to 11 sets ofdry-weather tyres (six prime and five option).
A new clauserequires drivers to hand some tyres back after FP1, which is no doubtto encourage more teams to run [color=#666666 ! important][color=#666666 ! important]cars in the often-quiet first session.
Eachnominated driver will be allocated three sets of dry-weather tyres foruse during P1 and P2, two of prime specification and one of optionspecification. These are the only dry-weather tyres which may be usedduring these sessions. One set of prime specification must bereturned to the [color=#666666 ! important][color=#666666 ! important]tyre supplier before the start of P2 and one set ofeach specification before the start of P3.
Homologation

Team must now homologate certain parts of their cars at the start of the championship which they cannot change.
28.7a) One specification of each of the following parts must be homologatedprior to the first Event of the Championship season:

Campos-Dallara chassis in production despite financial issues

The Dallara built chassis for the Campos Meta team is already in production, after having completed and passed all the required crash tests as requested by the FIA, although financial issues still exist. It is reported that Campos have an outstanding account with Dallara for their F1 chassis, with the former still looking for sponsor/investor revenue to complete the payments.

"I can say with pride that we have done a good job in design and development, all safety [crash] tests have been passed and production has gone ahead," said Gian Paolo Dallara.

Adding, "Unfortunately, factors outside our control are slowing the process down, but I am confident that we can find solutions so that our work is not lost."

Of the four new teams, only half have presented their cars while only Virgin having officialy tested thus far. Lotus will join the rest of the teams next week for their first official track outing.

Force India introduce outboard mirrors


Outboard mirrors are more and more becoming the standard, and Force India is now jumping on the bandwagon by replacing its inboard mirrors - connected to the cockpit sides - with mirrors fixed on top of the sidepod panels.

BMW Sauber is one of the teams to have made the same design change during this season. Renault on the other hand are using conventional inboard mirrors after having introduced this type of mirror positioning on their Renault R27.
