Six-month moratorium for all individuals, microenterprises and affected SMEs begins 7 July 2021

In line with the announcement of the Pakej Perlindungan Rakyat dan Pemulihan Ekonomi (PEMULIH), individual and microenterprise borrowers, as well as SMEs affected by the pandemic, may start applying for the six-month moratorium from 7 July 2021 onwards.
In this regard, borrowers - whether individuals, microenterprises or SMEs - should be assured that opting in for the moratorium or any other repayment packages will be easy with no need for borrowers to provide supporting documentation. Approval will be given automatically.
In addition to the moratorium, banks will also offer a reduction in instalments and other packages, including to reschedule and restructure financing to suit the specific financial circumstances of borrowers.

Borrowers can opt in online through a web form or an auto-generated email that will be available on banks’ websites to provide their personal and financing details. Borrowers may also phone their banks and guidance will be provided by the customer service officer. If borrowers are unable to use these digital channels, they may also visit their bank branches to submit their request for the moratorium. However, they are advised to check with respective banks on any changes in operating hours or arrangements for over-the-counter services due to movement restrictions.

The repayment assistance is applicable for financing approved before 1 July 2021. Borrowers must not have missed instalments by more than 90 days or be subject to bankruptcy / winding up proceedings at the time the request for repayment assistance is submitted. For clarity, borrowers that are already under a repayment assistance programme and are servicing their financing in accordance with the terms of the programme will be able to opt in for this moratorium. Individual and SME borrowers who have financing with more than 90 days of missed payments are advised to contact Agensi Kaunseling dan Pengurusan Kredit (AKPK) to obtain suitable repayment assistance and free financial advice (services.akpk.org.my). SMEs including microenterprises can also request for assistance through AKPK’s dedicated SME Help Desk at akpk.org.my/smehelpdesk. The virtual help desk provides free financial advice and facilitates applications for repayment assistance.

Borrowers are advised that opting for repayment assistance will increase the overall cost of borrowing, as interest/profit will continue to accrue on deferred payments. Banks are required to provide borrowers with information on how instalment amounts and the financing tenure will be impacted. Where a borrower requests to maintain lower instalments (instead of original instalments) after the moratorium, this would result in the loan tenure being extended for a longer period. Banks will not charge interest on interest, or profit on profit (i.e. compounding interest/profit), or any penalty interest/profit during the period of assistance.
Borrowers’ Central Credit Reference Information System (CCRIS) records will not be affected by any form of repayment assistance received in 2021.

The banking industry has provided its commitment and assurance to assist borrowers facing financial difficulties due to the lockdown. In this regard, BNM will closely monitor the implementation of the repayment assistance programme by the banking industry. If borrowers face any difficulties with their banks, or if instalments increase unreasonably, they may contact BNMTELELINK at bnm.my/RAsurvey to put in their complaints. Borrowers may also get more information on the enhanced repayment assistance programme by visiting bnm.gov.my/RA and BNM’s social media platforms.

Moratorium: Tiada caj faedah atau keuntungan terkompaun sepanjang tempoh bantuan - BNM

KUALA LUMPUR: Bank Negara (BNM) mengingatkan semua peminjam individu, perusahaan mikro serta perusahaan kecil dan sederhana (PKS) untuk memahami bahawa moratorium akan meningkatkan kos pinjaman secara keseluruhan.
Dalam satu kenyataan pada Selasa, jurucakap BNM menjelaskan, faedah keuntungan bagaimanapun hanya akan terakru (diambil kira) ke atas bayaran balik pinjaman yang tertangguh.
"Bank-bank dikehendaki memberikan penerangan kepada peminjam mengenai kesan pengambilan bantuan bayaran balik pinjaman terhadap jumlah bayaran ansuran dan tempoh pembiayaan.
"Apabila peminjam memohon untuk mendapatkan bayaran ansuran yang lebih rendah (dan bukan mengekalkan bayaran ansuran yang asal) selepas moratorium, hal ini boleh menyebabkan tempoh pinjaman mereka menjadi lebih panjang.
"Bank tidak akan mengenakan caj faedah ke atas faedah atau keuntungan atas keuntungan iaitu faedah/keuntungan terkompau, atau apa-apa faedah/keuntungan penalti sepanjang tempoh bantuan," katanya.
BNM turut memberi jaminan, Rekod Sistem Maklumat Rujukan Kredit Berpusat (CCRIS) peminjam tidak akan terjejas akibat penerimaan apa-apa bentuk bantuan bayaran balik pinjaman pada tahun 2021.
"Industri perbankan telah memberikan komitmen dan keyakinan untuk membantu peminjam yang menghadapi kesukaran kewangan disebabkan oleh sekatan pergerakan.
"Dalam hal ini, BNM akan memantau dengan rapi pelaksanaan program bantuan bayaran balik pinjaman oleh industri perbankan," katanya lagi.
Katanya, bagi peminjam yang menghadapi sebarang kesukaran dengan bank, atau mendapati bayaran ansuran meningkat secara tidak munasabah, mereka boleh menghubungi BNMTELELINK melalui bnm.my/RAsurvey untuk mengemukakan aduan.
Katanya, peminjam juga boleh mendapatkan maklumat lanjut tentang program bantuan bayaran balik pinjaman dengan melayari bnm.gov.my/RA dan platform media sosial BNM.
Pada 28 Jun lalu, Perdana Menteri, Tan Sri Muhyiddin Yassin mengumumkan Pakej Perlindungan Rakyat Dan Pemulihan Ekonomi (PEMULIH), yang antara lain memperluaskan pemberian moratorium kepada semua golongan termasuk B40, M40 dan T20, di samping perusahaan mikro dan PKS yang terjejas dengan pelaksanaan PKP.
Sementara itu, dalam kenyataan yang sama, jurucakap BNM turut memaklumkan bahawa peminjam boleh memohon moratorium selama enam bulan mulai 7 Julai ini.
"Peminjam tidak perlu bimbang kerana permohonan moratorium atau lain-lain pakej bayaran balik pembiayaan adalah mudah dan tanpa dokumen sokongan serta kelulusan diberi secara automatik.
"Selain moratorium, bank-bank juga akan menawarkan pengurangan bayaran ansuran dan pakej-pakej lain termasuk penjadualan dan penstrukturan semula pembiayaan mengikut kedudukan kewangan peminjam.
"Peminjam boleh membuat permohonan secara dalam talian melalui borang web atau e-mel automatik yang akan tersedia menerusi laman sesawang bank-bank untuk peminjam mengemukakan butiran peribadi dan pembiayaan mereka.
"Peminjam juga boleh menghubungi bank mereka melalui telefon dan panduan akan diberikan oleh pegawai khidmat pelanggan.
"Jika peminjam tidak dapat menggunakan saluran digital ini, mereka juga boleh mengunjungi cawangan bank untuk menghantar permohonan moratorium," katanya.
BNM turut menjelaskan, moratorium ditawarkan untuk pembiayaan yang diluluskan sebelum 1 Julai 2021 dengan semasa permohonan dibuat, peminjam tidak mempunyai ansuran tertunggak melebihi 90 hari atau berhadapan dengan prosiding bankrap/penggulungan (bankruptcy/winding up).
"Peminjam yang sudahpun berada dalam program bantuan bayaran balik pinjaman dan membayar balik pembiayaan mereka mengikut terma program tersebut juga boleh memohon moratorium ini," katanya.
Katanya, peminjam individu dan PKS yang mempunyai tunggakan bayaran balik pinjaman melebihi 90 hari dinasihatkan menghubungi Agensi Kaunseling dan Pengurusan Kredit (AKPK) bagi mendapatkan bantuan bayaran balik pinjaman yang sesuai menerusi laman web akpk.org.my/smehelpdesk.
Dalam pada itu, peminjam turut dinasihatkan mendapatkan maklumat tentang sebarang perubahan waktu operasi atau aturan perkhidmatan kaunter daripada bank masing-masing susulan sekatan pergerakan yang dikuatkuasakan ketika ini.

Kalau ada plan nak ambik next loan ngan bank ..baik Tak payah ambik. Ia akan kurangkan merit peminjam sebagai ada masalah nak menjelaskan pinjaman seterusnya ..gitulah nasihat yg diterima
